The largest Montenegrin construction company, Bemax, is actively carrying out preparatory work on the second phase of the ring road in Plužine, a project worth around €8.5 million that should improve the municipality’s traffic connectivity, enable easier access to Lake Piva, and further boost tourism development in this region.
This is one of the largest and most significant projects in this municipality in the last half-century.
Bemax coordinator for engineering structures, Nikola Zejak, told Televizija E that the work is in its initial phase and that terrain profiling, bulk excavation, and analysis of local characteristics in relation to project solutions are currently underway.
“The project is a continuation of the first phase, which begins at chainage 0+700 and covers a length of 850 meters. The connection is about 300 meters from the current turn into the Municipality of Plužine and joins the M3 main road, which leads further toward the border crossing, i.e., Šćepan Polje. As the contractor, we were introduced to the site on May 4th of this year, so the official completion deadline is May 2029. Currently, four excavators and five trucks are involved in the project… For starters, apart from machine operators, we don’t need a large workforce. That awaits us in the next steps,” Zejak said.
He explained that the main goal of the project is to relieve congestion on the central city road, while also providing better connectivity between the municipality and the main highway.
According to him, this project will not only be important for traffic, but will also contribute to the tourism valorization of Plužine.

Although it is a section of only 850 meters, Zejak points out that the project is extremely demanding from an engineering perspective.
850 meters of the route itself is not a relevant indicator of the technical complexity of the project. On that length, it is planned to install about 8,000 cubic meters of concrete and 30 kilometers of anchors for slope protection, as well as retaining walls along the entire length on the left side, which is very steep… So it’s not simple, but with all the support and our technical and professional expertise, we will successfully bring it to completion,” Zejak concluded.
The Mayor of the Municipality of Plužine, Slobodan Delić, assessed that this is one of the most significant projects for the development of the local community and better accessibility to Lake Piva.
“The value of the investment is around €8.5 million, and to a large extent, it opens up Lake Piva, which is 45 kilometers long. We had almost no access to the lake, and with this road, it will be much more accessible to both local residents and tourists. The significance of realizing this project is manifold. Work is progressing at a high quality pace, and I believe the project will be completed within the planned deadline,” Delić told Televizija E.
He emphasized that Lake Piva has already become an important tourist destination, and that the new road will further improve its accessibility.
“The lake is an exceptional resource and has already begun to thrive in terms of tourism. People swim, come for fishing, so by bringing the shore closer to visitors, the tourism segment of the entire municipality will be enhanced. The local population has been anticipating this project for a long time,” Delić pointed out.
“Bemax is carrying out the work with high quality, there is no noise, and everything is concentrated on the site. There are no disruptions for either the local population or tourists, so everyone is satisfied,” Delić stated.
Speaking about cooperation with the contractor, the Mayor of Plužine said it is at a high level, praising Bemax for its professionalism and quality work. The head of the municipality also announced new joint projects.
“This is the first time we are collaborating. As the client/user, we have no complaints — everything is professional, and we treat it as such while doing our best to accommodate them. The contractor has shown a high degree of readiness for cooperation, so I believe we will soon start a new project — the construction of a pedestrian path to the town chapel. The value is €400,000, and the work should start in the coming days,” Delić concluded.
